Administrative Lawyer in the Sultanate of Oman
Grievances · Administrative Appeals · Employment Disputes · Administrative Contracts
An administrative decision may affect a job, a company’s business or a financial right, but filing a lawsuit is not always the first step. It may first be necessary to examine the decision and the date you became aware of it, then determine whether a grievance is required and which legal route is appropriate for challenging it.
At Dr. Sarhan & Dr. Said Al-Risi Law Firm & Legal Consultancy, we start by identifying the subject of the dispute and reviewing its documents, then discuss the scope of legal assistance needed. Our administrative lawyer services in Oman cover reviewing administrative decisions, grievances, employment disputes, compensation claims and administrative contracts, according to the nature of each file.
Has an administrative decision affected your rights or work? Start by requesting an appointment to review the decision and previous correspondence, and to find out which documents are needed before choosing a step.

What Administrative Case Services Do We Offer in Oman?
We first review the subject of the case to identify the type of decision, the possible requests and the competent authority; the procedures for an employment dispute are not the same as those for a disagreement over a licence or an administrative contract.
Grievances against administrative decisions
We review the decision issued by the administrative body, the grounds for objecting to it, and whether a prior grievance is required. Where agreed, the work includes preparing the grievance and related documents and following up on the response under the applicable rules.
Challenging administrative decisions
We examine whether a final administrative decision can be challenged and the legal grounds of objection, then identify the requests and documents needed to file a claim before the competent administrative circuit, if that is the right path.
Employment disputes of public employees
We review decisions relating to promotion, transfer, disciplinary penalties, termination of service and employment entitlements, after verifying the employee's status, the employing body and the rules governing the employment relationship.
Licence and permit disputes
If a licence application is refused, or a decision is issued to cancel or not renew it, we review the documents submitted to the competent authority, the reasons for the decision and previous responses to identify any legal basis for objection.
Compensation claims in administrative disputes
We review the nature of the harm, the supporting documents and its link to the administrative decision or act, to determine whether there is a basis for claiming compensation and which authority hears it. Compensation is not assumed simply because the decision is challenged.
Administrative contract disputes
The review covers disagreements over the interpretation, performance or termination of an administrative contract. We start by examining the contract, the correspondence and the disputed obligations before identifying the route for the claim and the possible legal action.
When Is It Right to Request an Appointment About an Administrative Case?
You can bring the matter to the firm when the administrative decision has already been issued, or when previous correspondence has reached a point where the next step needs to be decided. Examples include:
- A decision on a public employee's promotion, disciplinary penalty or termination of service.
- Refusal to issue or renew a licence, or its withdrawal by administrative decision.
- An administrative body's refusal to issue a decision it was legally required to take.
- A dispute over the performance of an administrative contract or the entitlements arising from it.
- Harm for which compensation is to be examined in an administrative dispute.
- A previous grievance or judgment that needs a review of the procedure or the available route of appeal.
Every decision carries dates that may affect how it can be challenged. Keep a copy of the decision and proof of the date you were notified or became aware of it, and request an appointment to review them.
What Do We Review Before a Grievance or Lawsuit?
We start by asking about the administrative decision, its date and how the person concerned was notified of it, then check whether a grievance must be filed with the issuing body or the superior authority before bringing a claim. Responses, correspondence and applicable deadlines are reviewed according to the type of decision.
In some cases, continued enforcement of the decision may call for examining whether a stay of execution can be requested, but filing a grievance or a claim does not automatically stay the decision. The path is decided after reviewing the facts and legal conditions, without assuming that all administrative cases are subject to a single deadline.

Documents That Help in Reviewing an Administrative Case
There is no need to send the full file when requesting an appointment. It is enough to start with a description of the matter; the following documents may be requested later depending on the case:
- The administrative decision being challenged, or proof that it was issued.
- Proof of the date of notification of the decision or of becoming aware of it.
- Any previous grievance and the administrative body's response.
- Correspondence about the decision and applications submitted to the competent authority.
- The administrative contract, employment documents or licences related to the dispute.
- Previous judgments or court notices if the case is already pending.
Avoid sending identity documents and sensitive financial details in your first WhatsApp message. See our privacy policy for how data is handled; the channel for submitting documents is set when the appointment is arranged.
What Is the Legal Framework and Competent Authority for Administrative Disputes?
Royal Decree No. 23/2022 introduced amendments covering the scope of administrative disputes, including review of final administrative decisions, certain employment disputes, compensation claims and administrative contracts. Jurisdiction is determined by the subject of the case and the capacity of its parties, not merely because one party is a government body.
Under Royal Decree No. 35/2022, the terms “Primary Administrative Circuit” and “Appellate Administrative Circuit” are used according to the context of the procedure, with procedural provisions that have not been repealed remaining in force and the Civil and Commercial Procedures Law applying where there is no specific provision, as set out in the decree.
The Supreme Judicial Council offers a “file an administrative claim” service on its litigants’ portal. The availability of this service does not replace reviewing the admissibility conditions of the claim or grievance and the deadlines specific to the dispute.

Frequently Asked Questions About Administrative Lawyer Services in Oman
Can a decision issued by a government body be challenged?
An objection to an administrative decision can be considered if it is a decision the law allows to be reviewed and the conditions of standing, interest and required procedures are met. The review starts by identifying the final decision, the issuing body and the date of awareness, then checking whether a grievance is required and the route of challenge. Not all government decisions are subject to a single procedure.
Must an administrative grievance be filed before bringing a claim?
A prior grievance is required in cases specified by law, and it may be submitted to the body that issued the decision or to the competent superior authority. The effects and deadlines of a grievance vary according to the decision and the applicable rule. It is therefore not advisable to rely on a general deadline before knowing the type of decision and whether a grievance has already been filed or answered.
Does an administrative lawyer in Oman handle disputes of government employees?
Employment disputes within the jurisdiction of the administrative judiciary can be reviewed, including certain decisions on promotion, disciplinary penalties, termination of service or entitlements. The review starts with the employee’s status, the employing body and the system governing the employment relationship, as these affect the competent authority, the procedures and the documents required.
Can a stay of execution of an administrative decision be requested?
A request to stay the execution of an administrative decision can be considered where the law allows it and its conditions are met. Filing a grievance or a claim does not in itself stay execution. Whether such a request is possible requires reviewing the decision and its effects, the legal grounds and supporting documents, taking into account the competent authority and the applicable deadlines.
What should I send when requesting an appointment about an administrative case?
In the first message, it is enough to say that the request concerns an administrative case and briefly describe the matter, such as an employment decision, a licence or a contract with an administrative body. There is no need to send personal documents or sensitive financial details straight away. When the appointment is arranged, the firm will specify the required documents and how to submit them according to the file.
